Following Russia's renewed invasion of Ukraine, the EU enacted several sanctions packages in a timely manner and acted as one single voice against this illegal war. While the authors welcome the adoption of sanctions, they examine the current EU sanctions regime against Russia and point out the legal and operational deficiencies of sanctions: lack of coherence, vague terminology, lack of transparency for listing criteria and standards of proof to be met. The authors conclude that EU sanctions should be critically reviewed, especially in light of the limits evidenced after one year of implementation.


This critical analysis gave rise to an experts' debate held in Brussels in March 2023.
